Abstract

Environmental policy, governance, and sustainable development are closely interconnected dimensions of contemporary environmental management. Environmental challenges such as climate change, biodiversity loss, pollution, water scarcity, land degradation, and unsustainable resource consumption cannot be addressed through environmental regulations alone; they require effective institutions, coherent policies, public participation, accountability, scientific evidence, and coordination across different levels of government. Recent literature emphasizes that policy coherence is particularly important because economic, social, and environmental policies can either reinforce or undermine one another. UNEP identifies policy coherence as an important mechanism for integrating the environmental, social, and economic dimensions of sustainable development, while the OECD highlights the need to reduce policy fragmentation and strengthen coordination across sectors and government levels.) This research examines the relationship between environmental policy, governance mechanisms, and sustainable development, with particular attention to policy implementation, institutional capacity, stakeholder participation, transparency, accountability, environmental justice, and evidence-based decision-making. The study adopts a qualitative research approach based on a systematic review of recent academic literature, institutional reports, and policy documents published mainly between 2023 and 2026. The analysis indicates that effective environmental governance depends not only on the existence of environmental laws and policies but also on institutional capacity, coordination, monitoring, financing, public participation, and enforcement. Evidence from Pakistan additionally indicates that implementation barriers can arise from centralized decision-making, weak coordination, limited resources, and insufficient stakeholder inclusion.) The study concludes that sustainable development requires integrated governance systems in which environmental considerations are incorporated into economic and social policymaking. Strengthening institutional coordination, environmental accountability, scientific capacity, participatory governance, and policy monitoring can support more effective and sustainable environmental outcomes.
